China launches parallel AI governance body, WAICO
At the World AI Conference in Shanghai, Xi Jinping announced a new World Artificial Intelligence Cooperation Organization (WAICO) and pledged 5,000 AI training slots for Global South countries. China plans cooperation centers with ASEAN, the African Union, and BRICS to extend its AI influence outside Western frameworks.
Why it matters: This formalizes a rival track to US- and EU-led AI governance efforts, giving China a vehicle to export standards, training, and influence to countries outside Western alliances. It could accelerate a bifurcated global AI order, especially alongside ongoing US chip export restrictions on China.
